Impersonal verbs (verbi impersonali) are verbs used without a personal subject. They always appear in the 3rd person singular and express actions or states with no specific actor. In Italian, impersonal verbs include: weather verbs (piovere, nevicare), modal-like impersonal verbs (bisogna, occorre, basta), impersonal expressions with essere (è necessario, è importante), and other impersonal verbs (succede, capita, sembra, si tratta di).

These impersonal verbs express necessity or sufficiency and are followed by an infinitive or che + subjunctive: • bisogna + infinitive: 'Bisogna studiare.' (One must study.) • bisogna + che + subjunctive: 'Bisogna che tu studi.' (It is necessary that you study.) • occorre + infinitive: 'Occorre portare il passaporto.' (It is necessary to bring the passport.) • basta + infinitive: 'Basta chiedere.' (Just ask. / It's enough to ask.) • basta + che + subjunctive: 'Basta che tu venga.' (It's enough that you come.) • conviene + infinitive: 'Conviene partire presto.' (It's better/advisable to leave early.)

Impersonal verbs can appear in all tenses: • Present: Piove. / Bisogna studiare. • Imperfect: Pioveva. / Bisognava studiare. • Future: Pioverà. / Bisognerà partire presto. • Conditional: Pioverebbe. / Bisognerebbe lavorare di più. • Passato prossimo: È piovuto. / È bastato chiedere. • Congiuntivo presente: che piova / che basti • Congiuntivo imperfetto: che piovesse / che bastasse Weather verbs in compound tenses typically use essere: È piovuto, era nevicato, sarà grandinato.
When the impersonal expression refers to a GENERAL or UNSPECIFIED subject, use the infinitive: 'È importante studiare.' (It is important to study — in general.) When it refers to a SPECIFIC subject, use che + subjunctive: 'È importante che TU studi.' (It is important that YOU study.) This is one of the most common patterns in Italian grammar.

Verbs used only in the third-person singular without a personal subject: piove (it rains), nevica (it snows), bisogna (it is necessary), succede (it happens), basta (it is enough), occorre (it is needed). They describe weather, necessity, or general events.
Bisogna means "it is necessary to" and is followed by an infinitive or "che" + subjunctive: "Bisogna studiare" (One must study), "Bisogna che tu studi" (You must study). It cannot have a personal subject — for that, use "avere bisogno di".
Bisogna expresses necessity to do something: "Bisogna pazienza" (rare) → usually with infinitive: "Bisogna aspettare". Ci vuole/Ci vogliono indicates what is required (time, money, things): "Ci vuole tempo" (It takes time), "Ci vogliono due ore" (It takes two hours).
