The Story Behind It

For the Milanese merchant, nothing was more fundamental than the distinction between the proposal and the delivery. In a trading city built on contracts, bills of exchange, and letters of credit, a man who said one thing and did another was not merely unreliable — he was dangerous. The sea in this proverb is the Mediterranean that Lombard merchants had to cross to trade with the Levant; the half-sea between the port and the destination was where ships sank, deals fell through, and promises died. The proverb is therefore both practical and existential: it acknowledges that the gap between intention and reality is the space where most of life's frustrations live. In contemporary Milan it is applied to politicians who promise and never deliver, to contractors who quote low and deliver late, and to colleagues who commit in meetings and disappear afterwards.
