Say this at the hotel reception when your room's air conditioning, a critical comfort in Italian summers, is broken. This is a legitimate complaint entitled to a solution.
'Non funziona' means it is not working or it does not work. 'Funzionare' is the standard Italian verb for things working properly — used for machines, systems, and processes. The opposite: 'funziona!' (it works!). 'Il condizionatore' is the full form; 'l'aria condizionata' (the air conditioning) refers to the system.
