Quando la gatta non c'è i topi ballano

When the cat is away the mice dance — in the absence of authority or supervision, those who are usually kept in check begin to do as they please. Order depends on presence, not on principle.

The Story Behind It

The farmhouse cat (la gatta) was an essential part of Tuscan rural life: grain storage was protected from mice and rats by cats that were fed scraps but expected to work for their keep. When the gatta left the premises — to hunt, to roam, or simply to sit in the sun on a distant wall — the mice that lived in the walls and under the floors immediately emerged. Every Tuscan farmer and farmwife knew this dynamic intimately. The domestication of the proverb — applying it to children freed from a parent's eye, workers freed from a foreman's presence, or citizens freed from a magistrate's attention — was natural and universal. In Florence, the phrase was applied with particular sharpness to political situations: the moment a strong authority relaxed its grip, factionalism, corruption, and disorder immediately emerged. Boccaccio uses the image indirectly, and the proverb appears in early Florentine collections of popular sayings with the same moral as today.

Rooted in the daily reality of Tuscan farmhouse life where the cat's role as grain guardian was essential and well understood. The proverb appears in Florentine collections from the sixteenth century and reflects the city's repeated experience of disorder in the absence of firm governance.
