'Sconto' — 'SKON-to'. The 'sc' before a consonant is just 'sk', not 'sh'.
When you like something but the price is steep, or during sale periods. Not rude to ask — Italians appreciate a savvy shopper.
'C'è' is 'c'è' = ci + è (there is). 'Uno sconto' — masculine noun. You can also say 'Fate sconti?' (Do you give discounts?) to address the shop collectively.
