Rule reminder

Formal Italian strongly prefers impersonal and passive constructions over personal, active ones. Instead of 'noi facciamo' (we do), formal texts use 'viene fatto' (it is done), 'si procede a' (one proceeds to), or 'è necessario procedere a' (it is necessary to proceed). The passive with 'venire' is preferred over 'essere' in formal/bureaucratic Italian. The 'si passivante' ('si + verb') is ubiquitous in official notices, regulations, and academic writing.
