Rule reminder
'Senza che' always requires different subjects and the subjunctive. Use congiuntivo imperfetto when the main verb is in a past or present tense and the clause describes a situation contemporary with or after the main action. Use congiuntivo trapassato when the denied action would have preceded the main verb.
La fusione tra le due aziende si è conclusa senza che gli azionisti ___ la possibilità di esprimere la propria opinione.
