The damp air held heat close to the ground, and the fog itself was a social leveller: noble and pauper alike moved through it blind. Carlo Porta, Milan's great dialect poet of the early 19th century, evoked the fog repeatedly as both menace and companion to the city's working poor. The saying also reflects Lombard dark humour — finding benefit in what others consider a nuisance. Modern Milan has largely pushed back the fog through urban heat and emissions, but the proverb remains vivid as an image of the city's layered social history.

Associated with Carlo Porta's Milanese dialect poems (early 1800s); the Po Valley fog ('nebbia padana') has been a defining feature of Lombard life since antiquity, referenced by Virgil who grew up near Mantua.
