It was both a practical tool and a cultural symbol, representing the patient suffering of those who work without recognition. Under the feudal system that prevailed in the Kingdom of Naples until the nineteenth century, peasants ('cafoni') worked the land owned by the 'barone' (baron) and received barely enough to survive, while the aristocracy consumed the surplus. The tax system imposed by the Spanish viceroyalty was particularly burdensome on the lower classes: the 'gabella' on flour, bread, and meat — the so-called 'tassa sul macinato' — extracted resources from those who could least afford it. This proverb was the quiet, bitter protest of a population that had little other recourse. It remains in use today as a commentary on workplace exploitation and unfair labor conditions.

The proverb belongs to the long tradition of peasant and worker protest literature in the Kingdom of Naples and reflects the feudal and colonial economic structures that dominated Campanian society from Norman times through the Bourbon period and beyond.
